About the National Early Care and Education Workforce Center brand development
Background:
The U.S. Department of Health and Human Services (HHS), through the Administration for Children and Families (ACF), has launched the new National Early Care and Education Workforce Center (the ECE Workforce Center). The ECE Workforce Center is the result of a 30 million dollar investment to support research and technical assistance for states, communities, territories, and Tribal Nations to improve the recruitment and retention of a diverse and qualified workforce across early care and education programs.
We cannot continue to expect early educators to remain in these critical roles only to earn poverty wages. The National Early Care and Education Workforce Center will help states and localities support early care and education professionals—and, in doing so, support working families.
– Assistant Secretary January Contreras
The newly established National Early Care and Education Workforce Center is dedicated to enhancing the early care and education workforce by prioritizing career advancement and improved compensation for educators, aides, and caregivers. The Center will emphasize implementing and strengthening career advancement systems and strategies, enabling ECE professionals to pursue credentials and degrees. Additionally, it will actively seek out and promote sustainable approaches to enhance compensation, ensuring adequate wages and benefits, and fostering improved workplace policies in areas such as wages, benefits, and wellness; all in alignment with the overarching goal of career growth.
This marks the establishment of a groundbreaking research and technical assistance (TA) center, recognizing the invaluable skills and expertise of the ECE workforce. Their crucial role involves servicing and supporting families daily, and fostering an environment where young children can thrive, succeed, and develop.
The ECE Workforce Center’s research and technical assistance activities will work together to:
- Build a career pipeline for the early care and education workforce, including support for pursuing credentials and degrees while maintaining the strong diversity of the early childhood sector.
- Identify and implement sustainable approaches to increase compensation and benefits.
ACF conducted a competitive award process to identify the organizations best equipped to launch and implement the ECE Workforce Center for the next five years. Through cooperative agreements, the following six organizations were awarded contracts to carry out the ECE Workforce Center’s critical work:- Child Trends
- Center for the Study of Child Care Employment
- BUILD Initiative
- ZERO TO THREE
- University of Massachusetts–Boston
- University of Delaware
Creative Repute was hired to develop a logo, brand identity, and marketing and promotion strategy for the newly formed National Early Care and Education Workforce Center organization under the leadership of Child Trends, one of the core partners of the organization.
The Challenge:
While embarking on the journey to establish a powerful brand identity and effective marketing strategy for the National Early Care and Education Workforce Center, several unique challenges emerged.
One of the primary challenges was the need to create a brand that resonated with a diverse audience, ranging from educators and caregivers to policymakers and stakeholders. Balancing the message to connect with both the personal aspirations of individuals working in the early care and education sector and the broader policy implications required careful consideration.
Another challenge lies in highlighting the significance of the National Early Care and Education Workforce Center’s pioneering role as a first-of-its-kind research and technical assistance center. This necessitated conveying its innovative ability to eliminate obstacles, generate opportunities, strengthen educators’ voices, and facilitate workforce expansion and retention within the ECE industry.
Additionally, crafting a marketing and promotion strategy that effectively communicated the National Early Care and Education Workforce Center’s multifaceted goals—building a career pipeline, fostering diversity, and advocating for increased compensation and benefits—demanded a dynamic and comprehensive holistic approach that would resonate with various stakeholders and prompt them to take action.
Furthermore, as a newly established organization with a distinct mission, aligning the logo, brand identity, and marketing strategy to embody the essence of the National Early Care and Education Workforce Center’s values and goals required careful navigation.
